I would like to create a user that cannot create, delete, or edit any of the submissions. Is there a way to make them Read Only?

Yes absolutely. Create a new View, and assign those users to that view. In the settings for that view, under the general tab tick the "may delete submissions" and "may add submissions" to 'no'. You can then go to the fields tab and uncheck the "allow fields to be edited" box.
