In case anyone was interested, I just tested (more than a few times, unfortunately) that in the e-mail template setup for API forms, you can not use the ampersand or the HTML code for the ampersand, or the e-mail will not be sent. I couldn't find an error to this effect anywhere, but after replacing it with a comma, instead, the e-mails in question finally sent.
Not a FT employee, just a FT user lending a hand. If I've been helpful, please rate.

Update - I was wrong, the e-mails DID go through, they were just severely delayed, which may or may not be related to the ampersand. No telling. Just disregard. lol.
