Oh gotcha, I misread your first post. I thought you wanted them to see all the forms for their geo-local. I *think* with client map filters you can can create a filter that only shows their own forms.

Another thought would be to somehow use the submission accounts module.

I haven't tried any of this but I imagine what you want to do is do-able.
