You shouldn't need to change the database table charsets - utf8 *should* work fine - but feel free to give it a go to test it out.
When you look at the database directly via phpMyAdmin (or another tool) do the accents look okay?
It's possible that this is just another PHP mail() idiosyncracy on your server and you'll need to move to use the Swift Mailer module.
