at the db it`s ok ... i ll make a try with swift...
and de excel .xls file, now is corrected, adding the line to head (meta...utf-....) at the smarty export manager.

When you look at the database directly via phpMyAdmin (or another tool) do the accents look okay?

It's possible that this is just another PHP mail() idiosyncracy on your server and you'll need to move to use the Swift Mailer module. Sad
