Huh! Weird, for some reason I never got notified about posts made in this forum... uh-oh, guess I'd better check my settings. Sorry for taking so long to get back to you.
Sure! You can do this like this: in the email template that you want to send out, associate it with a particular View (this setting if found in the hidden "Advanced Settings" option on the first Edit Email Template tab). This View would look just like your regular "All Submissions" View, except it has a few additional filters: it only shows submissions that don't have empty entries for those fields.
That way, when a submission is put through, it will only get sent for those submissions that appear in that View; i.e. it must have values for those fields.
