Hi Bwaye,

I'm sorry, but I really don't understand exactly what's going on.

Just so we're on the same page: there's only two layers of configuration for the upload paths:
1. The Settings -> Files tab contains the default upload folder for ALL fields, in all forms.
2. For an individual field (in any form), you may override that upload folder for that field only.

I don't quite follow what you mean when you're talking about Form ID...

Duplicating a form & re-using it is a perfectly decent approach. But I don't follow you regarding "allowing website updated based on their form ID".
