Yeah, sorry - I haven't updated the documentation yet on that.
I moved the "Check for Updates" button to the top so it appears on all pages. It never seemed appropriate to just stick it on that one page in Settings.
When you click it, it *should* open the Upgrade page in a separate window... if not, it's either that your browser's popup blocker is preventing the page from loading or there's a JS error.
If you think it's the latter, try emptying your browser cache for the site. It's possible your browser has cached an old JS file that has since been updated (especially if it's IE!)
