Yeah, permissions can be a total pain sometimes. You're on a windows server? Sometimes with Windows servers it can *look* like you just changed the permissions on a file/folder, but in fact nothing happened. *sigh* Most of the time, to change permissions on a Window's server you'll need to contact your hosting provider. It's totally ridiculous, but that's the way they work...
Just fire off an email to them asking them to change the permissions on the /themes/default/cache folder to allow for full read-write. That should fix it up.
