I'm afraid not. Internal forms are very basic - they just let Form Tools users add/delete/manage the submission data. To have them published on your site, they'll need to be an External form. And for forbidding submissions from multiple IPs, you'll need to use the API. On the latter issue, this tutorial may help out:
