Ah, neat problem! So you're using a form running entirely from your local computer?
The form URL box only accepts URLs so it'll keep whining about it until you enter one. But in this case it doesn't terribly matter. Where's Form Tools installed - locally, or on a website? What I'd do is temporarily copy your form to a website and use that URL. Once the form has been configured, just delete it from your website and use your local copy. It will work fine - except that the URL won't be correct. Not a huge deal.
I confess, this wasn't a scenario I envisaged when adding the validation for that field...!
