I've never used Suhosin so all I can suggest is to look here http://docs.formtools.org/installation/?page=suhosin and the Suhosin website http://www.hardened-php.net/suhosin/

If your client has access to WHM, he should be able to configure Suhosin or disable it completely. If he's on shared hosting, he might try contacting support and see if they can increase the max_vars to at least a few thousand for his account. If nothing can be done, I'd be looking for another host that doesn't have Suhosin enabled..
