I don't use FormTools in the way you are asking, but I guess you could just create your forms internally and require people to login to the FormTools admin portal to submit a form. With that said, the search and retrieval shouldn't be a problem. I'm not entirely sure if a user can just register on their own to your admin portal, though. I think you'd need to use the Submission Acounts module to basically have a published (public) form on your website, that would act as a registration form for your FormTools admin portal.
