Filter on dropdowns

I have a basic form, but I want to filter on dropdown fields so that only certain people can view certain submissions.  As far as I can tell, if I had it as text, it would work fine.    I want to make it easy for staff to do the form, so I have drop downs.  I have tried Equals and Like in the filter.  Tried different variations, case sensitive, non-case sensitive, partial, full name, etc.  Nothing works.  When i use Does NOT equal or NOT like, it shows all, including those that I have listed in the filter section.  

I did NOT set up the Form Tools site.  A former employee did, so I am trying to make do with what we have.

I figured it out!! I had to use the "Field Value" not the Field Text. So if I made them the same, it would work, or if I used the shortened field value, it would work as well.
