Can't get passed the test submission stage

When I reach the stage of 'test submission' while installing formtools I get this error:

Error Type: User
Error Code: #550 — Learn more about this error.

When I checked, i found that the error reads "The form ID passed to the ft_api_submission_is_unique function is invalid. "

so I decided to install the next form but I got the same error. I really know that this is not supposed to be that way

I am testing this version: 2.1.0-beta-20110714 and I am using the API to add forms.

What can I do?
