Try this: change the permissions on your /themes/default/cache folder to be full read-writable and re-load the page. If permissions aren't correct, you *should* see a page that describes the problem and what to do. But I do recall a similar problem reported by another chap on a Windows server.

I just had this problem last night. I'm install this onto a windows server. Since you can't chmod folder permissions like you can on unix, I had to get someone to mark the /themes/default/cache folder as writable for me directly on the server.
