How to make form tools folder accessible via url

I downloaded the form tools file and unzipped it into a folder on my desktop. I used dreamweavers ftp feature to upload the files onto my server and now I am trying to start the installation. Before I can do this I am supposed to make the folder acccessible through a url. Should I just link the files to an existing page using an a href or is there some other way?

It's easier than all that. The instructions are saying that if you uploaded the formtools folder to the root of your site, then you should be able to visit http://www. yoursite .com/formtools/ in a browser. If you go to that URL and you get an error, then there is a problem. But going to that URL (using your own domain name, of course), should open up a page that walks you through the installation process.

Ok thanks that's what I thought it meant the first time but, when I added the form tools folder to my local site folder on my computer, and used FTP in Dreamweaver to upload it to my server. When I try to access http://www.mysite.com/formtools/ in chrome or internet explorer I load a blank page with a blank source. I just tried it again and got the same results. Any ideas on what could be causing this?
